Nineteen of the Russian's 21 championships have been won on hard surfaces
A revitalized the Russian player claimed his first championship for nearly 30 months with success over Frenchman Moutet in the competition final.
Medvedev, a ex- number one, has had a challenging season, achieving just a single victory at the big events and undergoing a setback at the New York tournament.
Medvedev's unpredictability on the tennis tour - and difficulties with his service game in particular - resulted in him dropping out of the world's top 10 and eventually parting ways with former trainer Cervara.
Now training with Johansson and his other coach, Medvedev has gradually advanced in the last few weeks - climaxing in a tightly fought competitive win over challenger Moutet.
It is Medvedev's initial championship since the 2023 Rome Masters and maiden on a hard surface since that period of 2023.
Victory also signifies Medvedev has secured 21 titles at 21 different competitions.
"This marks the first occasion I'm at a competition with my children simultaneously, so to win a trophy is really nice," said world number 14 Medvedev.
"This championship is in honour of my younger daughter my daughter, because the maiden victory I won when my first daughter her name was born was for her."
The tennis star, the past champion, had been defeated in his previous six finals, featuring in Halle in the past months.
The player's defensive strategy and regular emotional displays on the tennis court had caused observers to doubt if his ability to compete at the top level was concluded.
But the player has implemented adjustments in the past month, making an effort to advance forward and play assertively, supported by an enhanced service.
Medvedev came back from a deficit in the opening set against the challenging Moutet, taking 4 of the concluding five games to gain the advantage.
The competitors exchanged break points in the following set before Moutet, bidding for his first tour victory, seized the initiative to push for a third set.
Moutet rescued four early break points in a close final set before the champion won the break to 15 to close out the victory.
Fittingly, he clinched victory with a shot at the net area, with the Frenchman failing to manage a shot after two hours and 38 minutes.
